Operating model
How coalitions work
A growing ecosystem across housing, healthcare, technology and beyond, organized into mission coalitions and powered by Athena AI, the R-LABS intelligence engine.
1 · The ecosystem
A growing ecosystem, organized by role
We organize the ecosystem by the role each sector plays, not by who's involved. Every mission draws the roles it needs from this network.
Housing
Developers, non-profit and co-op housing providers, operators and builders.
Role: Deliver and operate the places where care can happen.
Healthcare
Hospitals, primary care, home and community care, and specialist services.
Role: Define clinical need and integrate care into the setting.
Technology
Data, digital health, sensing and construction technology providers.
Role: Supply the tools that make models measurable and repeatable.
Capital
Impact investors, public funders, lenders and philanthropy.
Role: Finance proofs of value and, where evidence allows, scale.
Government & policy
Municipal, regional and provincial bodies.
Role: Unlock land, permissions, policy and public alignment.
Community
Residents, caregivers, families and community organizations.
Role: Shape what is built and judge whether it works.
Research & evaluation
Academic and independent evaluators.
Role: Set baselines and assess evidence objectively.
2 · Athena AI
Under developmentCoalitions powered by Athena AI
Athena is the R-LABS AI. It acts as an intelligence and acceleration layer across every coalition, helping partners move faster and build on what R-LABS has already learned.
Faster learning loops
Shortens the cycle from question to insight to decision, so coalitions test, learn and adjust in weeks rather than years.
Access to R-LABS knowledge
Brings forward accumulated R-LABS venture-building and housing-innovation knowledge so each mission doesn't start from zero.
Access to R-LABS assets
Surfaces relevant models, templates, frameworks and prior work that a coalition can build on.
Access to the partner ecosystem
Helps identify which ecosystem roles a mission needs and where the gaps are, so the right partners are in the room.
Athena supports human decisions; it does not replace partner judgement or independent evaluation. Capabilities described are proposed and to be validated.
3 · The path
From problem to scale
- 1
Problem
Define a shared problem that no single sector can solve alone.
Athena: Synthesizes existing evidence and prior R-LABS work.
- 2
Coalition
Assemble the minimum viable set of partners with real stakes.
Athena: Maps needed roles against the ecosystem.
- 3
Prototype
Design a bounded first proof of value.
Athena: Reuses R-LABS models and templates.
- 4
Pilot
Test in a real setting against an agreed baseline.
Athena: Tracks signals to shorten feedback loops.
- 5
Evidence
Evaluate independently and decide go / no-go.
Athena: Organizes findings for evaluators.
- 6
Venture
Where appropriate, build an operating platform.
Athena: Draws on venture-building playbooks.
- 7
Scale
Replicate where permissions, funding, and evidence allow.
Athena: Carries lessons into the next mission.
4 · Delivery vehicles
Role 1
R-LABS Solution Accelerator
Originate missions, assemble cross-sector coalitions, establish a shared problem definition, coordinate the first proof of value, and develop the conditions for replication.
Example: Pop.Health.map convenes planners, health systems, and data partners around one regional planning question.
Role 2
R-LABS Venture
Where appropriate, help build a scalable business or operating platform that can deliver the solution over time and participate in enterprise value.
Example: Discharge Intelligence + Orchestration carries a proposed venture classification, pending a pilot and business case.
Not every mission becomes a venture. Some may result in better public systems, licensed models, operating partnerships, shared infrastructure, or other forms of impact.
Fuel the engine
Founding sponsors seed the first coalitions
Non-dilutive, mission-based capital gets the first missions moving from problem to proof.
